Hess' secrecy was protected by the hermetic circle of terror surrounding the Third Reich's chief personnel, and the weather forecasters did not know him well enough to understand he likely would not have sought revenge if reported. As a result, Hess' secretary Hildegard Fath received a telephone call from Potsdam-Wildpark each day that provided three sets of weather conditions identified only by code numbers. Though she did not know it – Hess was being careful not to let her suspect he was leaving the country – the three points were Kiel, Oslo, and Edinburgh, which together gave a snapshot of the meteorological situation over the North Sea between Germany and Scotland.
